I know exactly what your problem is..........somewhere on the assembly there is a round silver thing (starter) that you simply unscrew and replace. You can buy them almost anywhere

If it is an ballast type fixture (one with the long, tubular bulbs) the ballast could be bad. Take it in to Home Depot or Lowe's. They will set you up with a new ballast. These are super cheap, but are often a problem in older florescent fixtures.
It has either a ballast or a starter, and it's going bad. If it's a ballast, it's located under a metal cover inside the fixture.

If it's a starter, these are just a small cylinder that pop or screw into a small receptacle and are usually located somewhere just under the light bulb.

Starters are as simple as a light bulb to replace and only cost .50 or so.

Ballasts can be just a few dollars or as much as $25 for a large light and need to be wired in. Be sure to turn off the breaker for that light before you do it.
Many of the smaller flourescents have starters. Your issue sounds like the Ballast (transformer). It is more cost effective to replace the fixture than to try and pamper the old one.

If you are determined to attempt to repair it, the ballast is under the cover which will either be held on with screws or snap into slots. Turn off the switch and put some tape over it to avoid accidents. Remove the ballast and take it to Home Depot. They have a great selection but you may even end up at a specialty lighting store. Put the new one just like you took the old one out. The colors should match up on the wires but if not there should be a wiring diagram with the new one.

Good Luck!

Good Luck.
