Before you spend any more money be sure the fixture is grounded. If it's the type of fixture with the long tubes it must be grounded for the ballast to work properly. If all three wires are firmly connected, check the terminals at each end of the tubes to see if one's broken. Be sure to turn the power off before doing these.

It has to be one of two things either bad bulbs or a bad ballast.

If it is the bulbs they will be black in color on the very ends of the bulbs.

If it's coming on sometimes for no apparent reason it's getting power from a source other than the switch.



See if you can associate the light coming on with the use of switches elsewhere in the house and take it from there. Otherwise call a licensed electrician to check all your wiring.
It's not the switch it is the bulb... Look on the bulb there should be an 800 number somewhere on it, call it, give them serial number of the bulb and they should send you a newer one. I had the same issue with four bulbs, called the manufacturer and got 4 replacements for free.
Either of the first two answers could be correct. If you have the light switch on and the light is going on and off, then either the bulb may be bad or the ballast may be bad. If you have the light switch turned off and it is still coming on when it should be off, then the light either has power coming to it from another source or you did not wire the switch correctly.
