Try pulling up on the brake pedal and have someone watch the brake lights. If they go out then the spring is toast or the pedal is sticking. If they do not go out then yes the brake light switch is toast.
The brake light switch is located on the brake pedal arm(between where you put your foot and the bottom of the dash) Usually you have to take out the pin that holds the brake pedal arm to the brake master cylinder rod. Look up under the dash at the brake pedal arm and look for the switch.
